AFIX Technologies Delivers National AFIS and Live Scan for Belize
AFIX Technologies, through funding provided by the US Department of State and specifically through the Central America Regional Security Initiative, or CARSI, has upgraded the AFIX Tracker system originally installed for the Belize Police Force in 2002, establishing a central repository of fingerprint and palm print arrest records in the capitol, Belmopan, and installing new AFIX Tracker workstations and live scan systems in remote police stations across the country.
An excerpt from the announcement posted by the US Embassy in Belmopan states: "CARSI represents the United States' response to deep seated concerns about the deteriorating citizen safety environment in Central America. Soaring crime and murder rates are unsustainable; the economic and social impact of crime is beginning to impact the underlying fabric of society; and, if crime rates continue unabated, political stability and order could be threatened when citizens believe that the organs of government are incapable of protecting them from harm. CARSI focuses on interdicting narcotics, firearms, and bulk cash and on disrupting gangs and organized crime, and concurrently supports efforts to enhance the capacity, professionalization, and effectiveness of the region's police, prosecutors, judiciary, courts, and prison systems."
AFIX Technologies installer/trainers spent two weeks onsite in Belize in May 2011 to install the new, upgraded AFIX Tracker server, workstations and live scan devices, and to provide training to more than twenty Belize Police Officers and Crime Scene Investigators. Police stations across Belize are now able to utilize AFIX Tracker workstations to capture and transmit new fingerprint and palm prints taken during arrests directly to the national database in Belmopan, and also to search latents recovered from crime scenes against their local/regional database and against the national database. AFIX Technologies is now preparing to assist in the conversion of the archive of card-based fingerprint records held in the police archives for inclusion in the digital AFIX database now established for the country of Belize.

It all started with a suggestion from the FBI
Back in the 1980s, the Federal Bureau of Investigation wanted to implement a fingerprint ID system as part of a proposed national point-of-sale firearm control and law enforcement program. They knew that such a system would only be practical if AFIS technology could be made accessible to local law enforcement.
The challenge was that no one had ever created an AFIS that ran on affordable, familiar PCs. The Phoenix Group, a privately held Kansas Corporation, was formed in 1989 to meet that challenge.
Initial research and development was funded by the sale of company stock to individual investors. In 1992 The Phoenix Group received applied technology matching funds from the Kansas Technology Enterprise Corporation to aid in product development.
Although the FBI's firearms control system never came to fruition, the first PC-based automated fingerprint identification system, AFIX Tracker, was launched in 1998. The Phoenix Group was renamed AFIX Technologies in 2005.
Our first customer was the US Army Crime Lab. Now, AFIX systems are in use in over 300 sites across the U.S. and more than 20 other countries. Law enforcement agencies of all sizes have realized that our our systems are easier to use and more cost effective than previous AFIS/APIS generations.

Joan Vitt
President/CEO
Ms. Vitt joined The Phoenix Group, Inc. (now AFIX Technologies, Inc.) as the Director of Marketing in 1998. She was promoted to the role of President/CEO in 2002. She was a member of the team that created AFIX Tracker 1.0, which was the first viable, minutiae-based PC-AFIS, and a member of the team that created Tracker version 4, which included the first APIS to run on any platform. She directed the deployment and training for more than three hundred installations of AFIS/APIS systems in agencies ranging from local Police departments to US Federal law enforcement agencies. Joan also directed the program for provision of AFIS/APIS systems to accredited forensics and criminal science programs in colleges and universities and in state and federal-level law enforcement training academies in the U.S. and Canada.
Derald Caudle
Vice President of Engineering
Mr. Caudle is one of the founders of The Phoenix Group, Inc. He was the principal scientist responsible for the development of the world's first pc-based AFIS system and the first APIS system on any platform. He led deployment and training in over 50 AFIS/APIS installations, including the San Diego Police Department and the Dallas County Sheriff's Office, and national-level systems such as Vietnam and Saudi Arabia. As Chief Technology Officer, Derald is responsible for the continuing development of advanced biometric analysis systems used in a wide variety of law enforcement and civil applications in the U.S. and around the world.
Susan Amick
Vice President, Sales
Ms. Amick led the marketing and sales team responsible for more than two hundred installations of AFIS/APIS systems in local Police and Sheriff's departments; large metro police agencies such as the Newark, NJ Police Department; Federal agencies including the U.S. Secret Service and U.S. Postal Inspection Service, and national-level systems from Iceland to El Salvador. Susan co-directed efforts for provision of AFIS/APIS systems to accredited forensics and criminal science programs in colleges and universities and in state and federal-level law enforcement training academies such as the Federal Law Enforcement Training Center and the Ontario, Canada Police College.
Scott Howard
Vice President, Operations
Mr. Howard was a member of the team that created AFIX Tracker 1.0, the world's first viable, minutiae-based PC-AFIS system and AFIX Tracker Version 4.0, the first Automated Palm print Identification System. He created and implemented the training syllabi and support systems for all AFIX systems, and led deployment and training for more than fifty installations of AFIS/APIS systems in agencies ranging from local Police and Sheriff's departments to large metro Police agencies such as the Boston Police Department, as well as U.S. Federal agencies including Immigration and Customs Enforcement. He has also led deployment and training programs for many national-level systems outside the U.S., including Iceland, Nigeria, and Honduras. After graduating from the University of Kansas, Scott served as a Regular Officer in the United States Marine Corps from 1979 through 1985, attaining the rank of Captain.
